One of the batteries will not charge No quality Control from scamazon

Battery Dimentions are smaller and will not work in place of RC 123A
This took 3 weeks to arrive from China and when I opened it, the batteries are a smaller diameter and a smaller length, they will not work in my flash light which takes RC123A
