Remove the unit from the valve and see if it operates properly. If it does then the valve may be sticking, if it doesn’t then the unit may be broken.

Not getting full controller arm sweep. Only getting 80 - 85%. Is there an adjustment?

Before installation please check if the arm move 90 degree. If yes, it haven't been installed well. Try to let smart valve controller center shaft align valve shaft, it’s the coaxial line. Because the pipe is smooth, the controller will move when arm sweep, you can add some tire leather at clips, the clips should be as tight as possible.
