Is the ink water soluble or resistant?

It is a water based ink that is typically used on paper. Since water would also damage the paper, you should consider it water soluble. The Kuretake Zig Posterman waterproof marker is semi-permanent and will not come off with water. It can only be removed with Windex or Kitchen cleaner with a high pH.

Is is this pen suitable for doing beginner shodo?

No. This pen has kind of hard tip. For Shodo you need a brush. Try searching a Kuretake brush instead, like the Kuretake cambio brush. That one works fine for beginners, plus it’s great because you can buy ink cartridges if you run out of ink.
