Does it come the way it looks in the picture with the bar on top and the bars on the bottom and the wheels to roll it around

It is just the bag part. The picture has it hanging on a clothing rolling rack but it does not come with the rack. I have one on a regular closet rod in a closet and three are being used on racks like that.

It is made of some sort of fabric like material. I live cats but i think they would use it as a scratching pole
