It is pourable, but is quite thick...it can be poured into many different plastics, but you should test it on your particular material for compatibility.

Can you add additional layers to dragon skin mold

Yes, you allow each coat to become tacky and then apply another coat. If you allow the silicone to fully cure one layer will not adhere to the other.

Is this enough to make my half my arm?

Lots of variables here. Are you wanting to make a mold of your arm or are you wanting to pour this into a mold of your arm. If you want to make a mold of your arm It would probably work if your arm isn't very large but, you would still need plaster bandages to create a support structure for the silicone. Smooth-on has several good tutorial videos for tips and techniques. If you want to pour this into a mold you will need more unless your arm is very small. You could definitely cast your hand and maybe a couple of inches up your arm but, that would be about it.

My mistake, i'm using placticne clay (oil based). can i paint this onto placticine modle i am making and peal of to pour plaster into it?

yes but do it in several thin brushed on layers leaving time to set for a quarter of the set time in between layer application
