Is this colour wheel double-sided?

Yes, it is. The picture is showing both of the sides.

Can it be used for hair color?

I don’t think it would be of much use for hair color...

It's very small! Didn't expect to be this small. Too small for the given price. Even 50 rupees is expensive for such a small size. So before buying please check the sizes.
